Port of Portland Announces New
Long-term Operator for Terminal 6

Harbor Industrial will be the long-term operator at Terminal 6,
the Port of Portland announced Friday.

At the Port of Portland, with shipping container service dropping to a fraction of what it once was, cranes sit idle and the docks are empty. PORTLAND, Ore. -- The Port of Portland announced Friday that it has a deal in place for Harbor Industrial to take over operations at Terminal 6, Oregon's sole international container port.

It handles cargo for some of the Oregon's largest businesses, including Les Schwab Tire Centers, Jeld-Wen, Bob's Red Mill and Pacific Seafood.

The deal, however, depends on getting $25 million from the state to help fix Terminal 6 and cover costs, including "ongoing losses from container operations."

Gov. Tina Kotek's latest budget proposal includes support for these funds, and agreement details will still need to be hashed out and finalized over the next six months. Kotek stated that she "intend(s) to advocate" for those funds in the legislature.

"We're grateful for the continued support of Governor Kotek and other elected leaders to secure funding for container operations, and for the strong signal their commitment sends to international shippers and Pacific Northwest businesses about the reliability of T6," said Curtis Robinhold, Port of Portland's executive director, in a press release. "We're confident that with Harbor on board as a long-term operator, increasing container volumes and adequate state investment to keep marine trade moving, Terminal 6 will continue providing widespread benefits for Oregon for many years to come."

Harbor Industrial currently operates Terminal 6 with the Port of Portland. Details about the new agreement will be shared when the Port Commission votes on a lease, anticipated to be in summer 2025.

Earlier this year, the Port of Portland said it might have to shut down container service due to financial issues until Kotek stepped in with a proposal of $40 million in state investment in order to keep it open.

According to the Port of Portland, Terminal 6 operations generate an estimated $20 million in local and state tax revenue, as well as providing more than 1,500 jobs.
