Owners of the Hells Canyon Dam complex are under fire to reveal information about its re-licensing by the Federal Energy Regulatory Commission. Dam opponents argue that if Lower Snake River dams owned by the federal government are removed, less costly mitigation measures would be needed at the Hells Canyon dams owned by Idaho Power. If not removed, Idaho Power would need to implement more costly measures to benefit salmon, such as fish passage.
