Idaho Power Applies With Counties

BURLEY — Idaho Power has filed applications with Cassia and Minidoka Counties to install up to 25 temporary mobile generators at Golden Valley, Buckhorn, Kenyon, Paul, Julion Clawson, and Adelaide Substations in July and August.
The generators are expected to provide in excess of 40 megawatts (MW) of power - enough for about 26,000 homes - to serve the summer and fall electricity demands. Installation for some of the sites is projected for July 15, and, if approved, the generators would be on these sites through December 2001.
The western United States faces significant energy challenges this year. In a normal water year, Idaho Power Company can generate enough of its own electricity to meet nearly 80% of its customers’ electric need through a combination of hydro and thermal generation plants. This year, however, streamflows are at historic low levels, which will increase the need for Idaho Power to purchase additional power from the wholesale electricity market at extremely high prices.
In order to reduce the company’s need to purchase electricity from the wholesale electricity market and lower costs for its customers, Idaho Power has taken several steps to increase its own power supply, including the installation of 25 generators in the Boise area. Other companies also are considering the installation of a variety of mobile generators in southern Idaho, and Idaho Power has discussed the purchase and transportation of the electricity produced from those generators. Depending on system need, Idaho Power may consider installing additional mobile generators.
The proposed generators will operate under a permit by the State of Idaho at approved emission and air quality levels. They the latest emission control and lowest emission level of any diesel engine its size. Western States Equipment, from whom the generators will be leased, will conduct regular maintenance approximately every three weeks, or after 500 hours of use.
Given the urgency of the energy situation to provide sufficient generation to meet Idaho Power customers’ requirements, these generators provide part of the season’s energy solution at a reasonable cost. Idaho Power can operate the generators at a cost of approximately $130 per megawatt, versus the average wholesale purchase price of $300 per megawatt or more.
Local representatives from Idaho Power Company will personally contact property owners near the substations prior to a public hearing scheduled for June 21, 2001, to answer questions and provide additional information.
