Proposed Avista Deemer Settlement

BPA has decided to move forward with a $55 million "deemer" sett lement it negotiated with Spokane-based utility Avista. The decision will be documented and explained in a ROD to be released on or about Tuesday, June 16. BPA made its proposed sett lement available for public comment and review through Feb. 26. Sett lement of the deemer issue makes it possible for Avista's residential and small-farm consumers to participate in the Residential Exchange Program and receive a share of the benefits of the Federal Columbia River Power System without putting undue costs on other wholesale customers. Settlement also resolves a long-standing dispute, avoids potentially protracted litigation over past deemer balances and the treatment of those balances in the new Residential Exchange Program, and furthers the business relationship between Avista and BPA.
