Railroads Taken to Task

Terry Whiteside, transportation consultant for the Washington wheat industry, recently testified before the Surface Transportation Board on the railroad's common carrier obligation. By law, rail carriers are to provide service upon reasonable request. However, shippers are increasingly being disadvantaged as railroads appear to pick and choose among customers to serve. Washington State Department of Transportation's Scott Witt also testified at the hearing, addressing carrier-imposed requirements for infrastructure investments by shippers, service limitations resulting from capacity constraints, service reductions and metering of the demand for service.
