LEBANON, Ore. -- Police in Lebanon are looking for the person who caused a five-hour power outage on Thursday. Authorities said a high-voltage line broke between two towers and fell on to a local line. Crews found clay pigeons and a bird below the line. Officials said they believe someone shot at those and hit the line.

The Bonneville Power Administration said that in August vandals shot out insulators on the same BPA line and knocked out the power for four hours. The agency is offering $25,000 for information leading to an arrest and conviction.
